Ive cured the 4 month old skyrim crossfire mad flickering texture problem on my system and good chance it will work for all, firstly iam running the skyrim 1.4 beta patch which does a little better job than skyboost in terms of optimization, (skyboost wont work with 1.4 anyway) then i uninstalled my AMD drivers which where 12.1 whql then uninstalled caps, driversweeper, then installed 11.10whql with no caps and am getting good scaling, ultra smooth game play and no flickering which i didnt get before with 11.10 and 1.2 or 1.1 patch (flickering was induced by the dodgy 11.11b skyrim fix). A tweaked and updated ENB/SweetFX preset revamped for unrivalled performance, essential graphical improvements, compatibility and ease of customisation. Personally I think the shadow flicker and darker environments from RLO are better than the fake smoke effects and unrealistic lighting from ELFX. Also the light ref I mean is if there are more than 4 lights in general (well really it seems to be a max of 5-6), not just shadow lights, hitting an object, it makes it go red in the shaders view, and causes the light flicker effect, even if in game the object or area is in darkness.
